FIGHTER - Fight Against International Terrorism. Discovering European Models of Rewarding Measures to Prevent Terrorism
Objectives
Realization of a comparative study on the evolution of the main “rewarding measures” in the selected Member States.
- Creation of one or more European models of rewarding measures for a future vertical harmonization.
- Verification of the operational limits of art. 16 of Directive 2017/541/EU (mitigating circumstances for repentant terrorists) and production of guidelines for its implementation.
Activities
- Data collection on the existing rewarding legislation in the selected Member States;
- Comparative analysis for the individuation of already-existing common model of rewarding measure;
- Feasibility study on the possibility to harmonize the rewarding measures for terrorists;
- Policy recommendations for the harmonization of rewarding measures for terrorists;
- Evaluation of the legislative possibilities in the activities of Art. 16 transposition;
- Development of guidelines for the transposition of Art. 16 of Directive 2017/541/EU.

Expected results
- Raise awareness and knowledge of the practitioners involved in international terrorism prevention on the rewarding measures.
- Enhance judicial cooperation on terrorism prevention through the vertical harmonization of rewarding measures.
- Best application of art. 16 Directive 2017/541/EU.
