Training objectives

The aim of the course is the study of the of the public budget formation and its link with public budgets of the other government layers, with a particular focus on the implementation of an appropriate intergovernmental transfer scheme. The house will deal also with the dynamics of the public debt making a focus on the health and pensions expenditure

At the end of the course the student is able to analyze and read the budgets of state and local authorities and to take out financial items necessary to the estimate of the standard expenditure for lower government levels, which then will be used to implement transfers coming from the central government. The student will learn the tools needed to make the estimate of the standard expenditure and to use it for the purpose of an intergovernmental allotment through the STATA and EXCEL software.

Didactic methods

Class and recorded lectures. The course is structured in 46% blended mode and precisely in 11 recorded lectures and 13 lectures in presence in the classroom.

Learning assessment procedures

Written examination

The course exam is devoted to test the level of achievement of the previously indicated training objectives. The exam consists of two open-ended questions and one exercise in the lab on the estimate of standard expenditure and the allotment of financial resources.

The two open-ended questions and the exercise have the purpose to verify the knowledge of the topics explained in the course.

It is possible to substitute one open-ended question with an assignment due during the course.

The final grade is the sum of the scores of the two open-ended questions and the exercise. The exercise is given 19 points and the open-ended questions are give 6 point each. To pass the exam the student must obtain a minimum score of 18 out of 31.
