FIGHTER - Fight Against International Terrorism. Discovering European Models of Rewarding Measures to Prevent Terrorism

Objectives

Realization of a comparative study on the evolution of the main “rewarding measures” in the selected Member States.

• Creation of one or more European models of rewarding measures for a future vertical harmonization.
• Verification of the operational limits of art. 16 of Directive 2017/541/EU (mitigating circumstances for repentant terrorists) and production of guidelines for its implementation.

 Activities

• Data collection on the existing rewarding legislation in the selected Member States;
• Comparative analysis for the individuation of already-existing common model of rewarding measure;
• Feasibility study on the possibility to harmonize the rewarding measures for terrorists;
• Policy recommendations for the harmonization of rewarding measures for terrorists;
• Evaluation of the legislative possibilities in the activities of Art. 16 transposition;
• Development of guidelines for the transposition of Art. 16 of Directive 2017/541/EU.

• Best application of art. 16 Directive 2017/541/EU.
