Training objectives

The course aims to provide the students with an in-depth knowledge of the main principles of tourism public Law. The students will be able to understand the numerous practical effects of the subject.
The course comprises four parts: (i) the principles and the sources of tourism public Law; (ii) administrative organization, competences and activities of the public authorities involved; (iii) public regulation of tourist enterprises and professions and of accommodation facilities; (iv) the relationships between land, public goods and tourism.
The main topics will be analysed with regard to the most relevant statute law and case law.

Main knowledge acquired:
The students will acquire specific knowledge of the main principles of tourism public Law:
- the constitutional basis, the main principles and public sources;
- the normative framework of tourism administrative activities.

Main skills acquired:
By the end of the class, the students will be able to:
- analytically argue about the main principles of tourism public Law;
- understand the main practical effects of tourism public Law.

Prerequisites

A good knowledge of the Italian language, learning and reasoning skills.

Course programme

The course consists of frontal lessons for a total of 30 hours. The syllabus consists of four parts:

PART I - Sources and principles (8 hours)

1) Public sources on tourism;
2) Tourism and the Constitution;
3) National and regional law on tourism.

PART II – Administrative organisation and administrative activity of tourism (10 hours)

1) Public actors;
2) The competences of the State and of the central public authorities;
3) The competences of the Regions and of the local authorities;
4) The administrative regulation regarding tourism.

PART III – Tourism enterprises and professions. Accommodation facilities (8 hours)

1) Tourism professions
2) Travel agencies
3) Receptive structures

PART IV – Land, goods and tourism (4 hours)

1) The relationships between land and tourism;
2) Public goods and tourism.

Didactic methods

The classes will approximatively follow the index of the suggested textbook. Seminars can be organized with the purpose to deepen some specific topics.

Learning assessment procedures

The exam will consist of an oral evaluation (three questions) of students’ knowledge and analytical understanding of the principles of tourism public Law. The final mark is the average of the marks attributed to each of the student’s answers, unless he/she has some such gaps not to allow the formulation of a positive mark. The students who will attend the classes will have the possibility to take the exam at the end of the course.
