Training objectives

The Course aims to provide students with all the analytical tools necessary to understand structure and functioning of the EU legal order and the European integration in the framework of the tourism policy. Methodologically, the course aims to strengthen students' capacity to engage with the actions of the EU institutions and their impact in the field of tourism. At the end of the course, students should be fully equipped to both understand and engage in a critical analysis of normative and jurisdictional acts and to evaluate the potentials and critical issues of European initiatives in tourism.
For student’s with frequency is permitted the non-mandatory participation in a seminary aimed to a project to be agreed with the Professor. Further information about the seminar shall be shared at lessons.

Course programme

The course consists of 30 teaching hours, composed by lessons and exercises. The Course has an institutional part (20 hours) and a seminar dedicated to the discussion of the relevant acts. Below is listed the Course program:
I – Key Notions of EU Law. EU Competences in Tourism.
The Lisbon Treaty; EU competences, specifically the competences in tourism: Art. 195 TFEU; transport, harmonization and the Internal Market; the institutional framework; the EU legislative powers: acts and procedures; the soft law relevance for tourism policy; EU international agreements having an impact on tourism.

II – Subjects of EU Action in the Field of Tourism: The Circulation of Tourists and Their Rights in EU Law, Undertakings and Workers in Tourism.
The free circulation of citizens as basis for tourism; the free circulation of third-country nationals; tourist’s rights, specifically transport rights; health protection for tourists; tourism as relevant economic activity in the Internal Market.
III – EU Policy on Tourism
Commission goals in tourism field; Communications of the Commission in the field of tourism in general and specifically in the field of coastal, maritime, artistic and cultural tourism; the rural tourism and the European Network for Rural Development (ENRD).




Didactic methods

As part of the lessons we will be discussing the different contents of the course (see above), especially in light of the most recent EU case-law, with a great focus on the most problematic aspects of the matter. Each specific content of the course will therefore match the discussion of specific EU cases that the students will be called to resolve in specific oral discussions. For students unable to attend the lessons or that find difficult to study the subject, the teacher and the tutor are available (please send an email to fvc@unife.it ). Furthermore, even in the current Academic Year useful slides shall be available (with other teachings materials) on Google Classroom.
The Course will be delivered in person, according to the calendar published on the website of the Degree Program. Soon the Classroom of the Course will be available.

Learning assessment procedures

The exam consists of an oral test. The aim of the exam is to verify at which level the learning objectives of the course have been acquired by the student. In particular, students have to answer three questions on the topics regarding the course program. The final grade will be thus calculated from the average of the individual marks obtained by the student in the different given answers.
